This is what i found at statics;

You have added a space behind your acct name or password at the logon screen. Simply backspace out your account name and password, then retype them in

Having invalid character in a user name can also cause this problem. UO saves your character profile in a folder which matches the user name for that character. If the character name has characters wich Windows does not allow in folder names UO won't be able to create the folder..

Well since you asked befor in discord, your answer was / is there too.

but again
"well it is "C:\programm files (86)" you will need to use admin there for a lot of things. It is easier not to use that folder at all and use a separat partition / drive."

Agree with above I had to move my test server to just the Program Files folder-then I did a right click on the servuo.exe opened properties-then security and made sure -this was set to system then full control below
