after setting the npc back from criminal-status, it still retains a grey dragbar despite its criminal property = false
and this allows blue players to initiate combat w/out causing their criminal-flags

probably something to do with notoriety & IsInnocentTo, or notoriety.IsInnocentTo

*note: I guess it resets after a minute on its own.

anyone know where ^ to make a faster exception
