Random Encounters?
It appears the Readme.txt is slightly wrong. The RandomEncounters.xml must reside in the Data dir according to m_EncountersFile (from EncounterEngine.cs).
I have done a fair bit of testing on ServUO-57.1 and it seems to work fine.
