All Powerscrolls Command - A quick command to get a bag of powerscrolls

A bag of power scrolls that spawns with a set number of skill level for all the skills power scrolls can have.
For example:
[add allPowerScrolls 125 adds a bag of power scrolls that increases individual skill cap to 125, for all skills that are power scrolled. (so power scrolls for skills like mining, lumberjacking are skipped)
