I'm horrible with photoshop or pretty much any art/drawing tools. I was wondering if there was a way to clear a map out and make the whole custom map ingame?
 
There is Ultima Live, but you would have to find where it is xD

I would definitely recommend using a map generator(UOLandscaper, Dragon, Map Gen, Genesis2, etc) for the rough draft of your map. But you would have to use photoshop or gimp or paint.net or something equivalent for a easier creation of the rough map.

After you have a rough first draft of a map I would use Centred+ to fix any mistakes and do the fine details of your map.

A map generator is really useful as a sketching tool to get your landmass in place as it will automatically generate time consuming things like forests and coastlines. I forget - seeing as the Centred+ portion of the project takes so long - that I used a program like Dragon way back when!
 
The quick answer is absolutely!

One of the best maps I've ever seen was wiping Tokuno for a pure black map. Just add new dungeons to it using frozen items!
