Expansions Not Enabled

So I am doing some testing and used some Bushido skills and it tells me I must enable Samurai Empire to use this skill. My current expansion is set to "TOL" which should be the latest as far as I know. I have not modded the expansion scripts or configs from the default.

Is this normal behavior or am I missing something?
