Global Chat not implemented?

Greetings,

I’m new to ServUO and I have had my server up for a couple weeks, but when I click the “Global Chat” button in ClassicUO, I get a message saying “Global chat is not yet implemented”. Am I doing something wrong, or is there something I need to install to make it work?
 
In Config/Chat.cfg, is it enabled? When you type a comma then a space in-game, nothing happens? There shouldn't be anything you need to do or install and it should be set up by default, as far as I know.
 
I confirmed chat is enabled. Maybe we're talking about different things though. There are 2 buttons at the top menu bar, one says "Chat", and the other says "Global Chat". The global one is the one I'm talking about. I've watched some videos from other shards and it seems like they have a separate chat box that comes up, but I don't have it.
