How to increase the speed stats are gained?

I have been searching but cant figure out if there is a way that you can increase the rate of stat gain when using skills.
Any help would be greatly appricieated.

Its in /Config/PlayerCaps.cfg - scroll to bottom area and youll see where you can adjust % chance gain and gain intervals for players and pets
