Could the House Decay in BaseHouse go into the .cfg file for the enabled true or false?
The cfg asks about the number of houses, so perhaps right under that. It is very easy with additions to over look the true/false, being that it is not at the top of the base house script.

Just a thought, I will play around with this, but I know you know how to do it without trial and error :)
