Treasures of Tokuno?

Got a ToT question - I read through the ToT scripts in Scripts\Services\Treasures of Tokuno and did a search of the forum, and could not figure it out. Is ToT enabled by default or do we need to enable it?

I was killing Fan Dancers for over an hour and did get one ToT. So, either it is not working...or I am just very unlucky ha ha

Oops. The file is already there ha ha. Just had to type ToTAdmin to access it. Thanks for pointing me in the right way. (it is in scripts\gumps)
