All craftables exceptional and mark

How would i set all items craftable (in the craft gumps) be capable of adding a makers mark and be exceptional? Example, scrolls and containers cannot apply such. Even if the item doesnt contain any real useful exceptional property bonuses but still says exceptional if the required skills are sufficient and click titles mention so.

First your skills need to be 100.0 or more and the tools there is a button saying Mark Item or not
