hope you are doing great here :)

Do you know how to creat a anim like this?

Yeah, if im not wrong, they took that anim from anim:spells:spells

for some reason that anim is not there anymore, anyway, they added some transparency to that anim, then added that anim to the muls, and send it constantly as a timer, or maybe its just an item you can wear, not that hard to do.
 
Hello, after creating the desired animation inside the Mul, you can display that animation with a single script. For example, it could be a ring that, when worn, continuously rotates that animation.

Yes, what you're saying is correct. However, if there are other server owners who would like to use it after I've added it to my server, they are welcome to do so. It's not a problem for me.
 
Auras like the one you showed on the video @illdog are custom art added to the art / AnimData, then coded.But you can get the same effect by rendering existing EffectIDs and slowing it down, making it "pulse" if you wish, without any edits of your files.
But I highly recommend going full custom :D
