I can always add a quick deserialize method but if there is a command way I would do that first
I'm not a huge fan of global commands (since there's no Oh sh*t, undo! command), but that should work:
[global setallskills 0 where playermobile, that would indeed set every single playermobile's skills to 0...even Owner/Admins...everyone.
[setallskills 0 would be for an individual target.
What is the error?

I honestly forget why I even wanted to do this. I posted that question back in July lol. It was something I was tinkering with on a test server.
