Dropping items that don't decay

I'd like to place some books around my shard. Is there a command whereby I can drop an item, lock/secure it so it cannot be picked up and set it to not decay, so it is visible to anyone else who happens along?

then there will be list of stuff you can change on the item

Like name
hue all kinds of things

but once you set the item non movable in there it will set decay false automatic.

SO i did this...and my book still decayed. i thought there was something else i used to set a long while (years ago) that prevented it from decaying
