So we are working on some balancing issues with our server and have noticed that there is a huge gap between archers spec'd as Chiv/Archery vs. everyone else. We are trying to work out a balance and was wondering if anyone knew or had experience balancing this out?

Right now, when the chiv/arhcers proc all three of their buffs (enemy of one, consecrate weapon, and divine fury) we know that if other players attack the archer that is using enemy of one they will also get a buff to damage %. But we are not at that player base yet. Any input would be greatly appreciated at this point we are lookin at the spell EoO but I can't figure out the formula just yet to lower it.

Enemy of one is capped at 16% dmg increase for pvp
Consecrate Weapon does nothing if your target has all 70s resists (which a player in a pvp area should have)

Divine Fury (if 120 Chivalry skill and +10000 karma):
+20 Damage Increase (subject to item dmg cap of 100%)
+15 Swing Speed Increase (subject to 60%cap from all sources)
+15 Hit Chance Increase (subject to 45% cap from all sources)
-10 Defence Chance Increase

I would imagine you just have an archer that's better geared or better at pvp on your hands, things aren't perfectly balanced but in pvp gear most classes can hold there own.
