The ethereal mounts have always had the transparency with the black outline. Is there a way to make it a different outline while maintaining its transparency? I have been experimenting without luck, anything I have tried has just adjusted the hue and removed the transparency.

Not in classic original client as transparency is just a mask so it's fixed "color"

Hues have flags, 0x4000 is for ethereal hues, 0x8000 denotes partial hue for creature bodies. You can take the hex of any hue and combine it with these flags. Hue 0x100 can be ethereal by doing 0x4100
There may be a hue combination that will reduce the prominence of the outline, or maybe not..
