If you put your map files in defined directory ( ex : UO Directory ) and if you use UOLive, UOLive will send your map files to client.
It means, players don't need to put your maps on their UO directories by themselves.
What the players need to do is rename igrping.dll to igrping_.dll and put UOLive's igrping.dll to client folder.

Do you also include your custom map files in your patches that player have to install?
Or do you not?
If you do include the map files and the users put them in their program data folder, it may save bandwidth since it doesn't have to download every new section of the map when they're exploring. However I'm not sure how much bandwidth it actually saves, maybe a few kb/s
