[In-Game HELP] Pirates?

Okay so this is maybe the second time I've tested a ServUO server and I was wondering since ServUO is up to date on all the expansions:

How do I spawn NPC merchant ships with blue NPC merchants?
How do I spawn NPC pirate ships with red NPC pirates and Orc NPC pirates?

How are these set up?
 
When Highseas is generated, the spawners are enabled for pirate/merchant ships. I believe, use [add piratecaptain or [add MerchantCaptain and target the sea and a boat will spawn.
 
Tells me this:

MerchantCaptain BaseGalleon galleon

<and>

Both NPC appear and then disappear within seconds of showing up in the game world.

I tried: [add MerchantCaptain TokonoGalleon <and> [add PirateCaptain TokunoGalleon

Nothing so I am fairly confused.
