Looking for global chat

I have seen many servers using the [c global chat script, does anyone know where I can find it? I've searched here but can't find the basic one that has the gump that will come up when you type [c and every player comes up, can change who is friends etc...

First off I did not make this script all I did was make it work for the newest repo. This should be a drag and drop and work properly! I was able to remove anything to do with factions! I had to remove Xanos and the jail system because it caused...
