Option to buy or sell items missing from Vendors in Britain

Hi, I am a new player, experiencing UA for the first time (and coming from Ruins & Riches). Firstly, the game looks amazing... however I seem to have an issue with my game, in that Vendor's in towns do not give me the option to buy or sell items. They only offer training? Have I set up the game incorrectly?
