Simple Basic system

Snow Shovel Basic like mining shovel or an equipable shovel with gump art and explanation on how-to get it working.
Read me file with core edit instructions (not many cliloc edits, tiledata edits, (bodyconv edits, equpiconv edits) (if using equipped shovel)

If anyone has been using this for awhile let me know how often it spawns the snow elemental not sure if the frequency was correct on it.
