Turn avatar into GM/Counselor through ingame command?

I'm working on updating the Accomplice GM tool to have the ServUO ingame command set. And I'm still completely stupefied how one turns an avatar ingame into a GM or Counselor or even Admin and back through ingame commands. There must be one??
I have learned that AccessLevel is the enum. I haven't found the enum listed anywhere when looking for it so don't know what levels there are yet. And I haven't found anything how to set the access level of someone ingame.
Can anyone help please?
 
I found that now:
{Player=0,VIP,Counselor,Decorator,Spawner,GameMaster,Seer,Administrator,Developer,CoOwner,Owner}
Still no clue how to change it ingame through command.
 
Click on a character with [props then change access level- or use [admin then click next to the name of the person online or [set accesslevel seer click on the person
 
There is no ingame command I can enter that does just that? I have to go through the menu/gump?
