Simple little tool to test effects in game before using in code!
[add EffectTool
Double Click Tool - To open tool gump
Use valid effect id and set duration/speed and hue!
Target ground for a stationary effects!
Target mobile other then yourself to get moving effects!
List of useable effects can be printed out to console!
You can also pick random to explore the list randomly!
*NEW - Button added beside Anim ID, Toggle Art Restriction!
