How do I get stealables in game that will make guards spawn on you should you fail to steal the item/s near an NPC like it used to work years ago with semi-rares. I've tried using the XML spawner system but it doesn't seem to work either. I can either succeed or fail but the guards never come. There is 0 risk to stealing right now.
 
If the stealable is in town I've seen guards come. Did you want the area's around stealables to call guards I would change the Regions.xml and make the area around them "townregion" that is one way or you can use custom regions and make the area town
